The filter helps a lot. But one can get a similar shot without it -play around with aperture settings and exposure compenstation.

And yes, a tripod was used.

iso 400 and 8 sec shutter explains the sharpness of this night shot. I would have thought the lights would flare and overexpose for 8 secs, but the ND filter makes it look unreal. You used a tripod i guess..

the exposure is perfect, catches the spirit of the eve. What was your equipment? id like to see the exif for this.
